Added table Delegates. This can be accessed from Settings:

Resource User is the resource that can be delegated, and Delegate is the users who can delegate as the resource user.

The Resource Manager role has full permission to this table, and the other roles have read rights to enable the functionality in Timesheet.

A new security role Timesheet Delegate has been added to the timesheet solution. This user has the necessary permissions to delegate as a user if they are not a Resource Manager or an admin. The recommended course of action is to create a Dataverse Owner Team, and when adding a user to the Delegations table, to add them to that team as well.
